How Many Pets (Dogs/Cats) Can You Own in Oregon?

Oregon does not impose a statewide limit on the number of domestic pets you can have. However, some cities within the Beaver State have local ordinances limiting the number of cats and dogs households can have. These ordinances vary from municipality to municipality and thus the maximum number of pets you can own depends on where you live.

In most Oregon cities, you can own up to 3 dogs without a permit. The number of cats you can have is not restricted in many Oregon cities. If you're considering adding another furry friend to your household, contact your local animal control office to determine the allowable number of pets per household in your locality. Below, I've listed 10 Oregon municipalities restricting the number of dogs and cats residents can own.

1. Eugene, OR

In Eugene, Oregon, you don't need a kennel license if you own 3 dogs. However, if you have 4 or more dogs, you need to obtain a noncommercial kennel license. Dogs less than 6 months old are exempt from this restriction. The city's animal ordinances do not impose a limit on the number of cats you can have. Every owner of a dog 6 months of age is required to obtain a license for the dog. If you move into Eugene with your dog and do not have a current dog license from another city, you're required to obtain a license within 5 days of moving into the city. A certificate of vaccination for rabies is required to obtain a dog license in Eugene, OR.

2. Hillsboro, OR

You may have no more than 3 adult dogs or 3 adult cats within the City of Hillsboro, Oregon. If your female dog gives birth, you may keep the puppies until they reach the age of 6 months. The number of cats a household can have in Hillsboro, OR, isn't regulated. Per the city's website, you must not allow your dog to cause continuous annoyance for a total of 5 or more minutes out of any 15 minutes.

3. Springfield, OR

A maximum number of 3 adult dogs is allowed per dwelling unit in the city of Springfield, OR. You may keep puppies under the age of 4 months in addition to the maximum number of dogs allowed. The city code requires all dogs over 6 months old to be properly licensed. There is no limit on the number of cats you can have and you're not required to license your cats.

4. Albany, OR

In the city of Albany, OR, each household is limited to 2 dogs and an unrestricted number of cats without a permit. According to the city's municipal code, dogs under 6 months of age aren't subject to this restriction. If you wish to own more than 2 adult dogs in the city, you need to apply for and obtain a $50 permit from the City Manager. This permit allows you to have no more than 4 adult dogs.

5. McMinnville, OR

In McMinnville, Oregon, you may have up to 4 dogs. If you're a cat person, you can have as many domestic felines as you can care for, as the city code does not impose a limit on cats. In residential zones within the city, the following animals are allowed to be kept: dogs, cats, gerbils, hamsters, rats or similar rodents kept in cages, non-carnivorous fish, nonvenomous reptiles, domestic rabbits, potbellied pigs (one per residence), and domestic fowl or birds.

6. Forest Grove, OR

In the city of Forest Grove, OR, there is a limit on the number of dogs you can have but there is no limit on the number of cats. Per Forest Grove's municipal code, no more than 3 adult dogs may be kept on any premises within the limits of the city. Dogs three months of age or younger aren't subject to this regulation.

7. Newberg, OR

Each residence in Newberg, OR, is limited to 3 adult dogs. The city's animal ordinances do not restrict the number of cats a household can have. A hobby kennel permit is required to keep 4 or more dogs in the city. The keeping of domestic animals other than dogs and cats in the city requires a permit. All dogs in Newberg must have a Yamhill County dog license.

8. Roseburg, OR

The city of Roseburg has a pet limit law, limiting the number of cats and dogs residents can have. Per the city's animal ordinances, a maximum number of 4 adult dogs is allowed per household. This restriction applies to dog owners living in a single-family dwelling or on private property containing no dwellings. Dog owners living in duplex or multifamily dwellings are limited to 2 adult dogs. A maximum of 6 adult cats are allowed per single-family dwelling and private property containing no dwellings. In duplex or multifamily dwellings, no more than 3 adult cats may be kept.

9. Klamath Falls, OR

Per the Klamath County Code, a total of 4 companion animals are allowed per property in the city of Klamath Falls. Examples of companion animals include cats, dogs, potbelly pigs, pygmy goats, and small birds such as parrots. However, this limit does not apply to cats and birds. According to the County Code, a maximum of 8 cats or birds is allowed per property. Small animals such as rabbits, chickens, ducks, and geese are allowed to be kept for personal consumptive purposes. Generally, a maximum of 24 small animals are allowed per acre.

10. Ashland, OR

In Ashland, OR, the law says you may not keep more than 3 dogs over the age of 3 months on any one parcel or tract of land. The city code does not restrict cat ownership. On properties of less than one acre, the keeping of 6 adult rabbits, or 2 adult miniature goats is permitted.
